restructuring has significantly increase the percentage of
black ownership to 80%, which further improved
Allcare’s Broad Black Based Economic Empowerment

Apart from all the administrative and financial skills expected of an
administrator, Allcare has specific strengths in medical resources. In-house pre-authorisation for
procedures is handled by our own medically qualified staff. The efficient call centre provides fast,
high quality response to member queries and problems.
Allcare utilises the Medstar medical aid administration system. The system is extremely dynamic at the same time as being very stable and robust. Data structures can be altered at a
single point at the data dictionary level, making conversions and upgrades
easier. The system is compatible with a wide range of hardware and operating
systems and has the power, throughput and storage to integrate the entire
administration system as well as full disaster recovery compatibility.
Without stressing the structure as it exists, Allcare is geared to expand its
capacity to well in excess of 100 000 principal members. Any growth that is anticipated will be
organic and will be accommodated comfortably within the existing framework. Whatever expansion plans are considered,
they will fall within Allcare's fundamental philosophy of individual attention
and personal service.
It is essential to member satisfaction that everybody understands
exactly what they can and cannot expect and where their contributions go. Allcare pays particular attention to
keeping members informed and to making all documentation as understandable and
clear as possible.
Stakeholder education programmes are undertaken with workshops and training for
members and for authority figures such as shop stewards. Regular member communications inform
them of changes, additions or adjustments to the benefits and contributions. Our philosophy is to be as user-friendly

Professor Phinda Mzwakhe Madi, a corporate lawyer by
profession, is a chairman of the diversified investments holding company, Madi
Investments, which he founded 17 years ago. He is also a majority shareholder
and chairman of Allcare Medical Aid Administrators, one of South Africa’s
oldest privately owned medical aid administration companies.
Over the years, from time to time he has also served as
advisor of major South African public corporations’ like the Spar Group, Nampak
Group, Illovo Sugar, Sovereign Foods Limited and the Automobile Association of
South Africa, and a host of other private companies. He was commissioner and
founding member of the South African Black Economic Empowerment Commission (BEE
Com).
A law graduate of the University of Zululand, in South
Africa, he acquired business administration qualifications from Northwestern
University Kellogg Business School in Chicago and HEC Business School in Paris.
Between 2002 and 2008 he served tenure as visiting professor and lecture at
Rhodes Investec University Business School and was awarded Ad Hominem Honorary
Professor at the conclusion of his tenure.
As a writer, Prof Madi wrote his first book, Affirmative
Action in Corporate South Africa. His follow up book, Black Economic Empowerment in the New South
Africa, led to the formation of the BEE Commission and eventually the
creation of the country's policy and codes of good practice. His second last
book is Leadership Lessons from Shaka
Zulu was followed by the recently lauched book Black Economic Empowerment: 20 Years later - The Baby and the Bathwater.
It evaluates progress so far and startles with its fresh perspective on the way
forward.
Lusani Mulaudzi is an experienced Healthcare Actuary with a passion for leadership and innovation. He worked as a Group Risk actuarial consultant for Sanlam and spent many years at Medscheme as a Healthcare Actuary consulting to various schemes. The Healthcare consulting job enabled him to develop a deep skill within this field of actuarial practice and also to develop an understanding of the healthcare business eco-system. Lusani has always had an interest in leadership positions due to his passion for the development of strategies and his desire to have a positive influence in society.
His involvement in leadership positions such as being the President of ASABA (Association for South Arican Black Actuarial Professionals), Council Member of ASSA (Actuarial Society of South Africa), member of the Education Board of ASSA and Vice Chair of the Advice and Assistance Africa Sub-committee of the International Association of Actuaries (IAA) has enabled him to grow as a leader. In 2016, the Council of the Actuarial Society of South Africa appointed him as the inaugural Principal of the Academy of the society. The Academy is responsible for fast-tracking the qualification of black actuaries in South Africa.
Lusani is now the Chief Executive Officer of ALLCARE Administrators (PTY) LTD and he brings with him the passion for innovation, excellence and empowerment. He aims to develop an ethos within ALLCARE of nurturing, protecting and releasing potential in society through a commitment to real economic empowerment. His vision is to see ALLCARE becoming the most reliable low cost and versatile health administrator and health risk manager in Southern Africa.
Estelle has been in and around the healthcare industry since 1984.
Her experience includes medical schemes, health insurance, medical service
providers, hospital management and IT Service Providers.
She has offered a wide range of services from all levels with extensive
experience in management, business processes, systems analysis, projects
management and implementation. She has even participated in the Health Care
Funding and Health Care Provision industries in South Africa, Tanzania, Kenya,
Uganda and Netcare operations in Rwanda, Ghana and Morocco.
As a reputable professional Estelle holds a
Diploma in Business Management. She has proven to be a knowledgeable person in
Medical Aid and other Employee Benefit. She is
currently a Chief Operations Officer and board member of Allcare
Administrators.
Marianne has a varied experience background
ranging from Medical Technology, Public Relations, Financial Accounting, Cost
and Management Accounting, Pension Administration, Banking, Internal Auditing,
Computer Auditing to Medical Aid Administration and Medical Aid and other
Employee benefits.
Marianne has been in management since 1976
and has been an internal audit manager, vice president, corporate affairs
manager and general manager. While at Citibank she received a managing director’s
award for developing a new performance management program. She’s been in the
Medical Aid Industry for the last 20 years and during this time she was
involved in financial accounting, claims assessing, membership administration,
underwriting, credit control, client services, product development, tariff
negotiations and new membership system development.
Matriculated with a University Exemption and
completed Bachelor Music – Unisa, Cost and Management Diploma at Rapid Results
College and Financial Management at Damelin
She also completed several Citibank and Allcare
in-house work related courses and also did some international training
programmes like computer training in London and Management courses in
Switzerland. She has completed her Key Individual examination with Moonstone.
Michael has been exposed to international
auditing standards when he joined the fifth black audit
firm in South Africa, SizweNtsalubaGobodo Auditing Firm to do his
articles. He then got exposed to the Healthcare industry. Some of the clients during his term of
articles include medical schemes and other industries.
His clients included Nedgroup
Medical Scheme, Community Medical Aid Scheme, Stanlib, Eskom Finance Compay and
Khula Enterprise and he has a great eye for detail and he specialises
in and has a genuine interest in the finance management; and is currently a
Finance and Admin Manager at Allcare administrators.
Mike matriculated in
2006 with a Matric exemption at D. A. Mokoma High School. He completed Bachelor
of Accounting Science Degree obtaining eight distinctions. He completed First
Level Regulatory Examination: Representative (RE5) as well as his Key
Individual Examination with Moonstone. He is currently busy with Honours degree
in Accounting Science as well as Post-Graduate Diploma in Accounting Science with
Unisa and a member of Association of General Accountants (AGA) SA.
Mbulelo has
extensive knowledge, understanding and experience in the private healthcare
industry. He provides an administrative function to schemes and liaise with
various business operations departments of the administrator, interacts with
schemes’ clients, members and service providers. He deals with all Medical Aid
Scheme’s related matters in terms of compliance.
He started his
career as an educator, then went to Phumelela Gamming and Leisure as a Training
Officer before joining the Independent Electoral Commission of South Africa as
an Assistant Director of Human Resources Development. He later worked at Thebe
Risk and Benefits Group as Manager of Human Resources and Regional Sales
Manager. He later joined Allcare Administrators as Manager of Membership
Support and is currently a Fund Manager.
Mbulelo Nyovane
holds a Secondary Teachers’ Diploma and a Bachelor of Arts degree with Wits
University. He has attended other in-house training courses that are work
related.
